House Passes Bill Allowing Government to Microchip Citizens With “Mental Disabilities”

microchip-true-activistBy Whitney Webb

Six years ago, NBC Nightly News boldly predicted that all Americans would be fitted with RFID microchips by the year 2017. Though, at the time, NBC’s prediction seemed far-fetched, the House recently passed a bill that would bring a microchipped populace closer to reality before year’s end.

Last Thursday, the House passed HR 4919, also known as Kevin and Avonte’s Law, which would allow the US attorney general to award grants to law enforcement for the creation and operation of “locative tracking technology programs.” Though the program’s mission is to find “individuals with forms of dementia or children with developmental disabilities who have wandered from safe environments,” it provides no restriction on the tracking program’s inclusion of other individuals. The bill would also require the attorney general to work with the secretary of health and human services and unnamed health organizations to establish the “best practices” for the use of tracking devices.

Those in support of the legislation maintain that such programs could prevent tragedies where those with mental or cognitive disabilities wandered into dangerous circumstances. Yet, others have called these good intentions a “Trojan horse” for the expansion of a North American police state as the bill’s language could be very broadly interpreted.

“While this initiative may have noble intentions, ‘small and temporary’ programs in the name of safety and security often evolve into permanent and enlarged bureaucracies that infringe on the American people’s freedoms. That is exactly what we have here. A safety problem exists for people with Alzheimer’s, autism and other mental health issues, so the fix, we are told, is to have the Department of Justice, start a tracking program so we can use some device or method to track these individuals 24/7,” Representative Louie Gohmert (R-TX) said in a floor speech opposing the bill.

Gohmert’s assessment is spot-on. Giving local police the authority to decide who is microchipped and who is not based on their mental soundness is a recipe for disaster. Though the bill specifically mentions those with Alzheimer’s and autism, how long before these tracking programs are extended to those with ADHD and bipolar disorder, among other officially recognized disorders.

Even the dislike of authority is considered a mental disorder known as “Oppositional Defiant Disorder,” which could also warrant microchipping in the future. If these programs expand unchecked, how long will it be before all Americans are told that mass microchipping is necessary so that law enforcement and the government can better “protect” them?

Many Americans have been content to trade their liberties for increased “security” in the post-9/11 world, particularly when the State uses these talking points. Yet, as Benjamin Franklin once said, “those who surrender freedom for security will not have, nor do they deserve, either one.”

Placing a chip in one’s forehead or on the back of his right hand is strictly prohibited by the Holy Bible’s Book of Revelation, Chapter thirteen:

16 And he causeth all, both small and great, rich and poor, free and bond, to
receive a mark in their right hand, or in their foreheads:

17 And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.

18 Here is wisdom. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is Six hundred threescore and six.

    • guestimate

That would make ‘rump the antichrist. We’ll see.

    • zyklzy

Wouldn’t simply placing the “chip” on the left hand solve those problems seeing as God is such a legalist according to fundamentalists?

  • LowellST13

This is draconian at best, enslavement at worst. uh oh, now they want to chip me. I will take care of myself and loved ones, thank you very much. I am akin to Franklin and believe like he does that giving up liberty for temporary security is utter lunacy. I will keep my freedom, and stay true to the LORD, don’t need any 666 in my body.

    • blue579

Most of the small ranchers who fought the National Animal Idenitification System (NAIS) in the 90s were staunch Christians who felt mandatory chipping and tracking of their animals was a slippery slope towards the Mark of The Beast. Some were harassed and threatened by the Feds. They dug their heels in, fought back and WON. – – It’s the reason the US was the last developed nation to get chipped credit cards, TPTB thought we might resist.

Dr. Katherine Albrecht, activist and author of Spychips supported public protests outside a nursing home that was in the process of chipping patients with dementia. The nursing home reversed its decision and opted not to move forward with the chipping. At the time Albrecht was armed with some information showing chips can cause tumors (some deadly) in chipped pets and laboratory animals.

We must fight this and we can win. We owe it to the children to take a hard stand, find our backbones like the folks who waged the NAIS battles, some of which were ugly. If you read my posts, you know I’m all about open source sharing to slow or stop the NWO juggernaut. Please, let’s work together on this.

    • Eileen Kuch

So will I. As you said, micro-chipping citizens with mental disabilities is draconian at best, enslavement at worst. This ugly piece of legislation passed by the House is a slippery slope to doing the same to all citizens and non-citizens living here alike.
This micro-chipping is, indeed, the “Mark of the Beast” and is in violation of the 4th Amendment to the US Constitution. As DiMarco said below, the “representative” responsibility and authority in the legislative process DOES NOT EQUATE to Carte Blanche in passing laws that are beyond the scope of a Republic and the principles of Individual rights and liberty.
“Those who would give up Liberty for a modicum of Safety, deserve neither Liberty nor Safety”. That statement was made by one of our nation’s Founders, Benjamin Franklin.

  • Christy

What if the person doesn’t want to be chipped? Do they have no rights because they are mentally impaired?

We have all been unofficial wards of the state since US declared bankruptcy in 1933 or thereabouts.

Oops! This means very soon I am going to have to get my head chopped off by a guillotine for refusing to be implanted with a computer microchip to buy and sell! To any Christians reading my comment, please don’t get me started on nonsense about the “rapture” and be a snob by saying you will not be here when this happens. This is because no such “rapture” doctrine was ever preached before the year 1830, until John Darby came along. In other words, to any Christians reading my comment, I may very well be in line with you to get beheaded and say to you “You didn’t expect to still be on Earth when this happened, did you?”

    • Sandy Schwartzkopf

Harry, we need to be prepared to be persecuted by the “beast” like never before. Revelation 13:7. It was granted to him to make WAR with the SAINTS and to overcome them. And authority was given him over every tribe, tongue, and nation.

    • Laskarina

You are correct. There is no such Christian doctrine as “the rapture”, That is just the nonsense of deluded and deceived Evangelical Protestants, who treat God like an investment banker, who worship Stolenland, and read the Rothschild paid for Scofield bible fiction.

  • Gary

Doesn’t this sound just like a continuation of the program to control the masses? Look at mr. trump’s picks for his cabinet. ALL MONIED PEOPLE WHO SHARE MOST OF HIS THOUGHTS ABOUT WHO SHOULD BENEFIT FROM THE AMERICAN ECONOMY. Not the “main street” people; the top 1%. That’s not to say that this thing wasn’t happening before the debacle of the election. From the government on down, the monied interests have always had the ear of those who make their bed all the rosier. IN FACT, THEY OWN THOSE EARS. The government is supposed to be for, by, and of the people. Well, it’s the other way around. WAY AROUND. IT’S FOR THE GOVERNMENT, BY THE GOVERNMENT, AND FOR THE GOVERNMENT. “THAT’S JUST THE WAY IT IS”…

    • guestimate

“His people” got played. They still think they have some power or call the shots.

Watching how the lame stream news lies to citizens and emails revealing Hillary hates everyone; the ploy to disarm a citizens if they had ever been depressed for any reason, etc., it’s very clear by connecting the dots, everyone will be diagnosed w/some form of “mental illness”.

This whole area was thoroughly researched by David Icke. The plan is to microchip EVERYONE. To miocrochip us at birth. That way we can be spied on 24/7. Plus, the chips can electronically interfere with our thoughts. Further, because our body is an electrochemical system they can be used to remotely torture or kill us.

    • Sandy Schwartzkopf

David Icke is a new age “christian”. The UFOs and aliens he is so fond of promoting are actually evil spirits/demons/fallen angels. Since passing off the buggers as aliens is part of the New World Order agenda, I would take what he says with a grain of salt.

      • Laskarina

        Agreed.

      • See Janus

In Icke’s defense, I have to mention that he was one of the first to write and publicize these matters, so he has a lot of courage. Whether they are fallen angels, Satan’s henchpersons, buggers, Reptilians or aliens, isn’t it enough that someone has drawn attention to the existence of this energy form, being, spirit, identity? There are others who wrote of this as well, but Icke put the words of many who were too afraid to write in books for the benefit of others. I salute him. He stood against horrific intimidation, threats and harm in order to get the word out. How many like that can you name?

      • Harold Astor

That is so true! But, as Paul the aplstol wrote, the antichrist cannot be shown because it is something tha is stopping him to do so. So, until the Church of Christ is still here the sn of perdition cannot be reveald.

    Over my dead body.

Actually, I think that’s the government’s plan. Capital punishment for removal of these “chips” is the ONLY way people could be forced to “accept” this ungodly destruction of their human dignity.

      • guestimate

No, all you need to do is bar a person from buying or selling unless they have the chip. Those without them would have to fend or starve.

I’m not sure if I need to be angry, afraid or relieved. It just might be the right time to create a data base on half of the voting population who cast a ballot (or two) for Ms. Clinton, but it might not stop there.

First those accused of mental difficulties, then perhaps the LGBT folks? And then,……and then…..? Then perhaps all who oppose the IRS which is an unlawful organization, and then…..and then….. and it isn’t temporary at all! It’s the end. People should get all these microchippers completely out of government

    • guestimate

The chips are currently put in pets and develop massive connective tissue tumors, because they contain antennas that concentrate microwaves. They can also be overloaded with energy to explode. Alex Jones did an experiment with $20 bills in a microwave, all the Andrew Jackson faces blew out; so imagine of the chip were near a major nerve or artery. And they can be made to contain other noxious substances like cyanide, curare and of course they shatter into tiny glass bits.

  • Gary

He’s a businessman. Even though he’s not so good at it, he plays to win. Therefore, his cabinet. High powered businessmen who have his kind of money (or close). He sees them as stong allies, primarily because they showed alliegance early on. He feels that “great minds'” think alike. He won with folks that were tired of beginning to feel that they were on the road to becoming “second class”. Or were aleady “second class”.

    • guestimate

If only the ‘rump WERE a great mind. Yes all his “true believers” were had, suckers, like those who lo$t in his casinos, university, and still think they have any power to effect policy. Kissinger (who ‘rump highly respects, probably because Henry is one of the richest men in the world) said don’t expect ‘rump to make good on his campaign promises. Let’s not forget the K’ is the father of globalism.

    • See Janus

And, Trump’s idea is a good one. If he can get the Americans who are industry Titans to examine the American dilemma, and solve it, they may choose solutions that benefit all Americans because they feel ownership over the solution. Rather than being pitted, Them against Us, the industries may stop exporting all jobs, even if it means a little less profits for the executives, shareholders and bond holders.

      • Gary

Janus: Where have you been over the years? Has the government done this in the past? And do you think that the billionaire CEO’s he’s recruited are going to change the course of american business to help us “main street” people? Industries could already be doing this by just not sending jobs overseas. Did Carrier have any qualms about putting thier employees out of work for more profits? Carrier kept some jobs here, and got a whopping tax break in turn. You must be hypnotized like many others thinking that the Dumpf will change anything that will lower profits for businesses while helping us commoners. Good luck with that!

With 1 in 5 (20%) of Americans already taking psychotropic drugs, and nearly 70 percent of Americans taking at least one prescription drug, and more than half taking two, not to mention that a vast majority of children are still vaccinated with a cocktail of toxins and nanoparticles multiple times, the mind control and enslavement has already begun. We’re already routinely monitored and assessed as a matter of course. What more can they do?

    • doranp

they can EAT YOU kill you sicken, poison, and rob you—–where there is a will to evil there is a way–don’t make it right–but, really, you think “Pizzagate” is a nasty fantasy of fake news? “Wandering” is dangerous over the short-term. Constant surveillance is dangerous, well . . . CONSTANTLY! More staff and better-trained staff could EASILY solve the “wandering problem” without the annihilation of children’s and disabled people’s rights. Whatever *that* solution costs is WORTH IT. Vulnerability should NOT be criminalized with a harsher level of “monitoring” than most parolees endure. F*c*ng BARBARIC!!!!

    • Laskarina

Some nursing homes have used ankle bracelets for their “wanderers” for years. Also, Locking the door helps. No need for chipping what so ever.

  • doranp

news flash-people in nursing homes in Florida at least from what i read ARE ALREADY CHIPPED—and it is moving around the country-and don’t you know most any doctor weather M.D. or PHD. will gladly find a mental health diagnosis to tack on to a person–if they get that trip to the Carribean they were wanting to take.

    • blue579

Not sure this is widespread yet, VeriMed chipping was a “pilot”. More likely we’ll see RFID bracelets first for conditioning??

For example, there is / was a company providing software to daycare facilities in resorts that had the kids wear RFID devices and when the parents picked them up later they were given a printout of where their child was throughout the day.

Homosexuality was listed as a mental illness until they gained political power in the 70s and had it stricken from the DSM.

The Declassification of Homosexuality by the American Psychiatric Association. DSM-II.
The American Psychiatric Association (APA) removed homosexuality from
its official Diagnostic and Statistical Manual of Mental Disorders (DSM)
    in 1973.
Also noteworthy is the fact that the vote of the membership was by no means unanimous. Only about 55% of the members who voted favored the change.

  • IMHO

The American people have no one but themselves to blame. Including so called conservatives and Christians. I say every American who has health insurance and looks to the health industry for salvation should be chipped because they look to the medical establishment for salvation. Every Christian who flies the American rag behind their pulpit should be chipped by the authority their flag represents which they truly worship.
You people bring this on yourselves because you are slaves to your fears and worldly desires and are hypocrites. This is YOUR fault. You don’t fight back because you are scared of losing your “stuff” because you think possessions equal freedom. You polish your guns and spout the second amendment while all your rights are taken from you. CLASSIC.

    • See Janus

I understand what you are saying, but why do you think so many Americans are fearful cowards and easy to intimidate? When I stand up to Evil, that Evil slams me down and causes horrific harm to me and mine. No one has the courage to be supportive. Other people see the courageous person slammed and harm, as Evil intends, and they quake in their clothes, afraid for their lives and livelihoods. What Evil knows, and you should too, is that most humans would prefer to be slaves. Given the choice, Americans prefer to be comfortable and mindless slaves.

      • IMHO

Hey Janus. I’ve been thinking about your response and I don’t think you do quite know what I am saying. You are right that “standing up” to the system will only cause retribution and harm to ourselves and our families. But that is not the point I was making. My point was about hypocrisy and people supporting the entities and the system that enslaves them.
The only way to truly be free is to quit. As long as we desire and support the things that make us slaves then we will be slaves. Government, institutional healthcare and consumerism all equal slavery. These entities are also the biggest proponents of chipping and constant surveillance. Fear is the driving factors of them all.
Be content with the things you need and you will be free. Desire to keep up with the Joneses and you will be in bondage.
I hope you understand what I am trying to get across. Good day.

        • IMHO

Oh and that is why people desire to be “comfortable and mindless slaves.” as you put it.

  • littljo

Trump had better get to rescinding these awful unconstitutional things that obama and his criminals have placed in america. this is not right.

  • iprazhm

Oh what a slippery slope this will become. Who will get to define what the frame of ‘mental disability’will include down the road? How quickly will this law be expanded to include new mental disabilities that weren’t disabilities before? How many ‘misdiagnosis’s’ will cause unwilling subjects to be chipped? How long will it be until people are chipped without their knowledge? This is nightmarish, like something in a late night horror movie. We all know the federal government has no speed bumps, and it places few actual limitations on itself.
That’s our job. We better get to doing it.

    • blue579

  • AngelSense

Recently, there has been some opposition to this bill on the grounds that it could violate privacy laws. House Judiciary Committee Chairman, Bob Goodlatte, said in response: “We have worked hard to address the privacy concerns that some have raised about this bill. The updated language makes it explicitly clear that this is a completely voluntary program, that all tracking devices must be non-invasive, and that the federal government may not store location data related to the devices. Finally, we make it clear that such devices are only to be recommended where they are the least restrictive alternative.”

AngelSense was founded after our co-founder’s seventeen year old son with autism suffered mistreatment at the hands of a caregiver and is designed for children with special needs that are likely to run (wander/elope) and do not have the capability to use phones or smart watches.
We also take our privacy and security very seriously and have designed the AngelSense GPS tracker system to be encrypted and comes with several layers of security that allows parents/users to fully control their access and approval for anyone to gain access to that information.

As we are closely involved in the special needs community, we see the need for this bill and devices and support it and will continue to support it.

  • PScottM

You morons! Did any of you commenters even bother to follow the links and read the bill? Microchips in particular are expressly NOT allowed. It doesn’t allow any permanent sort of markings and there is to be an appeal process if the intended person doesn’t want it. This is purely to help keep track of people in need.

This article and perhaps the whole site is one of those ‘fake news’ sites intended only to rile up the rubes. Congratulations! You all just played yourselves!
