Boston Bombing Suspects’ Foundation Connections – Another Strand in the Web of Global Terror

With recent news regarding the Boston Bombing suspects and their alleged ties to Chechen terrorism and, hence, al-Qaeda, a sub-debate has emerged among those individuals who remain glued to mainstream media outlets such as FOX News or CNN. This unfortunate red herring revolves around the question of whether or not Chechen terrorists are, in fact, linked to al-Qaeda.

Yet, the links between Chechen terrorists and their al-Qaeda counterparts are relatively well documented, even as far as the mainstream media accounts are capable of producing. Thus, the question for the general public should not revolve around potential links between the two terrorist factions, but around the more important issue of who al-Qaeda actually is.

After all, if al-Qaeda functions as an umbrella organization for Islamic fundamentalist terrorists the world over, it is important to seek the true head of the overarching network, not merely the outlying tentacles that manifest themselves in various different locations across the globe. For that reason, it is first important to point out that Chechen “rebels,” much like their “rebel” cousins in Syria, are, in fact, receiving training, weapons, and financial support via the very networks that so vociferously claim to oppose them – the United States and British governments.

Indeed, in order to see the direct connection between the U.S. government and Chechen terrorism, one need only look toward the leader of the “Chechen rebels,” the Minister of Foreign Affairs of the Chechen Republic – Ichkeria, Ilyas Akhmadov, who resides internationally by bouncing back and forth between the United States and Britain all on the tab of the U.S. State Department since as far back as 2004.

Typically being more willing to report on the treachery of the United States than the American press, the Russian news agency KMNews was quite willing to pick up on the American bankrolling of foreign terrorists. The agency wrote,

In early August, . . . Minister of Foreign Affairs of the Chechen Republic-Ichkeria, Ilyas Akhmadov received political asylum in the USA. And for his ‘outstanding services,’ Akhmadov received a Reagan-Fascell grant,” including a monthly stipend, medical insurance, and well-equipped office with all necessary support services, including the possibility of meetings with political circles and leading US media . . .”[1]

KMNews then asked, “What about our partners in the ‘anti-terrorist’ coalition?”

The agency then went on to cite the official expressions of support by then-President George W. Bush, Condoleezza Rice, and State Department spokesman Richard Boucher in order to acknowledge the seemingly bizarre hypocrisy of these officials as they prosecuted a war OF terror all across the globe.

KMNews also pointed out that the generous grant money provided to Akhmadov by the Reagan-Fascell Foundation is nothing more than a thinly veiled payment to Akhmadov by the U.S. State Department. This is because the Reagan-Fascell Foundation is actually financed by the U.S. Congress via the budget of the State Department itself.

KMNews then tellingly explained the motivation behind the funding and support of Chechen terrorist networks. It stated,

Thus, the conclusion is obvious. Willingly or not, Downing Street and the White House provoked the guerrillas to these latest attacks [Beslan school massacre in 2004]. Willingly or not, Great Britain and the USA have nurtured the separatists with material, information and diplomatic resources. Willingly or not, the policy of London and Washington fostered the current terrorist acts.” “As the ancients said, cui bono? Perhaps we are too hasty with such sweeping accusations against our ‘friends’ and ‘partners’? Is there a motive for the Anglo-American ‘anti-terrorist coalition’ to fan the fires of terror in the North Caucasus?” “Alas, there is a motive. It is no secret, that the West is vitally interested in maintaining instability in the Caucasus. That makes it easier to pump out the fossil fuels, extracted in the Caspian region, and it makes it easier to control Georgia and Azerbaijan, and to exert influence on Armenia. Finally, it makes it easier to drive Russia out of the Caspian and the Caucasus. Divide et impera! – the leaders of the Roman Empire already introduced this simple formula for subjugation.

Yet Akhmadov was not the only separatist terrorist that was given asylum in the Western Anglo Zone. Akmad Zakayev and Aslan Mashkhadov (given asylum in London, England) were also granted protection by the U.S. and Britain in 2003. Zakayev is designated as the “special representative” of Mashkhadov.

In addition, it is also widely known within European media, political, and intelligence circles that certain leaders of the Chechen terrorist networks are closely connected to the American CIA, if not agents outright. Shamil Basayev, described as the “brutal Chechen field commander” by Webster Tarpley, happens to be one of those individuals. It should be noted that Basayev was linked to the Beslan school massacre as well.

Furthermore, as Webster Tarpley writes in his article, “Russians Blast US-UK Sponsorship Of Chechen Terror,”

As Michel Chossudovsky pointed out some years back, the Chechen leaders Basayev and Al Khattab were trained in the CIA-run camps for Islamic fighters in Afghanistan. In 1999, Putin rode to power on a backlash against Chechen terror which he had in all probability staged himself – thus judoing a long-standing US-UK capability. The key point is that the Russian press is now openly denouncing London and Washington as centers for terrorist control.

Tarpley continues by stating,

Around the time of 9/11, Putin had pointed to open recruitment of Chechen terrorists going on in London, telling a German interviewer: “In London, there is a recruitment station for people wanting to join combat in Chechnya. Today — not officially, but effectively in the open — they are talking there about recruiting volunteers to go to Afghanistan.” (Focus — German weekly newsmagazine, September 2001) In addition, it is generally known in well-informed European circles that the leaders of the Chechen rebels were trained by the CIA, and that the Chechens were backed by US-sponsored anti-Russian fighters from Afghanistan. In recent months, US-UK backed Chechens have destroyed two Russian airliners and attacked a Moscow subway station, in addition to the school atrocity. 

Some aspects of Putin’s thinking were further explained by a press interview given by Aslambek Aslakhanov, the Chechen politician who is one of Putin’s official advisors. A dispatch from RIA Novosti reported Aslakhanov’s comments as follows: “The terrorists who seized the school in Beslan, North Ossetia, took their orders from abroad. ‘They were talking with people not from Russia, but from abroad. They were being directed,’ said Aslambek Aslakhanov, advisor to the President of the Russian Federation. ‘It is the desire of our “friends” – in quotation marks — who have probably for more than a decade been carrying out enormous, titanic work, aimed at dismembering Russia. These people have worked very hard, and the fact that the financing comes from there and that they are the puppet masters, is also clear.” Aslakhanov, who was named by the terrorists as one of the people they were going to hold talks with, also told RIA Novosti that the bid for such “talks” was completely phony. He said that the hostage-takers were not Chechens. When he talked to them, by phone, in Chechen, they demanded that he talk Russian, and the ones he spoke with had the accents of other North Caucasus ethnic groups. (RIA Novosti, September 6, 2004) 

On September 7, RIA Novosti reported on the demand of the Russian Foreign Ministry that two leading Chechen figures be extradited from London and Washington to stand trial in Russia. A statement from the Russia Foreign Ministry’s Department of Information and Press indicated that Russia will put the United States and Britain on the spot about extraditing two top Chechen separatist officials, who have been given asylum in Washington and London, respectively. They are Akhmad Zakayev, known as a “special representative” of Aslan Maskhadov (currently enjoying asylum in London), and Ilyas Akhmadov, the “Foreign Minister” of the unrecognized “Chechen Republic-Ichkeria” (now residing in the USA). (RIA Novosti, September 7, 2004)

Even more than the open harboring of Chechen terrorists, however, is the fact that Western agents have themselves been caught in the act of aiding and actually conducting acts of terror. Indeed, toward the end of 2004, it was reported by RBC that a British agent who was working for a Czech Republic-based NGO was arrested for blowing up a Russian armed personnel carrier. It was also reported that other British agents were caught “instructing Chechen gangs in how to lay mines.”

Again, as Tarpley writes,

The RBC commentary goes on to cite the Economist of August 19, which contained what RBC characterizes as a virtual ultimatum to Russia. RBC notes that “the carrying out of such a series of coordinated, highly professional terrorist attacks, would be impossible without the help of qualified ‘specialists’.” RBC notes that at the end of August one such “specialist,” working for an NGO based in the Czech republic, was arrested for blowing up a Russian armed personnel carrier. Also, British “experts” have been found instructing Chechen gangs in how to lay mines. “It cannot be excluded, that also in Beslan, the logistics of the operation were provided by just such ‘specialists’,” notes RBC. 

The RBC editorial concludes: “Apparently, by having recourse to large-scale terrorist actions, the forces behind that terrorism, have now acted directly to force a ‘change’ in the political situation in the Caucasus, propagating interethnic wars into Russia. “The only way to resist this, would be for Moscow to make it known, that we are ready to fight a new war, according to new rules and new methods — not with mythical ‘international terrorists’, who do not and never existed, but with the controllers of the ‘insurgents and freedom fighters’; a war against the geopolitical puppet-masters, who are ready to destroy thousands of Russians for the sake of achieving their new division of the world.” (RBC, September 7, 2004)

Yet the recent revelations regarding at least one of the Boston Bombing suspects’ presence at a “workshop” sponsored by the Jamestown Foundation, an organization that has been linked to the CIA, goes even further toward demonstrating the case for American and, more broadly, Western intelligence direction and, at the very least, manipulation of terrorist networks.

Indeed, it was supposedly revealed by the Russian newspaper Izvestia, which was able to obtain documents from the Counterintelligence Department Ministry of Internal Affairs of Georgia confirming that Tamerlan Tsarnaev had attended the NGO Caucasus Fund workshops held in the summer of 2012. The documents that Izvestia obtained were said to be reports by Colonel Chief Directorate Counterintelligence Department Ministry of Internal Affairs of Georgia Gregory Chanturia to the Minister of Internal Affairs Irakli Garibashvili.

As Kurt Nimmo writes,

The revelation about Tsarnaev’s whereabouts in 2012 and his connection to an anti-Russian NGO sponsored by the CIA should be considered the missing link in the story concerning his purported radicalization at the hands of Salafist militants. However, since the establishment is providing the script and narrative for the official story, we expect the corporate media to give it zero credence.

Not only did these reports state that Tsarnaev had attended some of these “workshops and seminars for young people of the Caucasus,” but also that the Caucasus Fund was working together with the Jamestown Foundation.

According to Izvestia, Colonel Chanturia wrote that the Caucasus Fund is designed to “to control the processes taking place in the North Caucasus region.” In other words, the Caucasus Fund exists for the purposes of manipulating terrorist and insurgent activity in the Caucasus region in concert with the wishes of Western powers.

Izvestia adds to this description by stating that the purpose of the Caucasus Fund is “to recruit young people and intellectuals of the North Caucasus to enhance instability and extremism in the southern regions of Russia.”

Interestingly enough, the Caucasus Fund was founded in 2008, shortly after the conflict surrounding Georgia-Ossettia. If the documents obtained by Izvestia are correct, the Caucasus Fund involves itself in the three border areas of Dagestan and Azerbaijan known as Balacan, Zakatalksy, and Kakh.

To be clear, the Jamestown Foundation has released a response to the claims made by Izvestia in which it states that

The Jamestown Foundation categorically rejects the content and premise of the April 24 report by the Russian newspaper Izvestia, which suggested that Jamestown was in any way tied to Tamarlan Tsarnaev. The story presented in the Izvestia article is entirely false and groundless. Our organization has never had any contact with the Tsarnaev brothers, and we have no record or knowledge of either of them ever attending any Jamestown event in Washington, DC, or elsewhere. Furthermore, Jamestown has never hosted any seminars to train terrorists or subversive agents.

In addition, Jamestown stated that “On Thursday, April 25, the Georgian government officially denounced the Izvestia report and the Ministry of the Interior pointed out that Georgian Col. Grigor Chanturia, on whom Izvestia’s reporting is supposedly based, does not even exist.”

Although Izvestia has not responded to the rejection of its previous report and this writer has not been able to reach the organization for comment as of yet, it should be noted that, while Izvestia is indeed owned by Gazprom, the Russian state-owned gas and oil company, the Jamestown Foundation is still quite clearly a front for Western intelligence and NATO/Western/US – backed destabilization efforts.
Indeed, while the Caucasus Fund may have been more successful at hiding its possible connections with Chechen terrorism and terrorist networks, significantly more is known about the Jamestown Foundation.

As stated earlier, the Jamestown Foundation is notoriously a front organization for the CIA, with CIA Director William Casey and famous Soviet defector Arkady being instrumental in the establishment of the foundation from the very beginning. Not only that, but the Jamestown Foundation’s Board of Directors includes none other than Zbigniew Brzezinski, former National Security Advisor to Jimmy Carter and co-founder of the infamous Trilateral Commission.

In addition to his already impressive résumé, it should be noted that Brzezinski was also the main architect of the creation of al-Qaeda itself as far back as the 1970s when he organized, armed, funded, and trained what was then called the Mujahideen in Afghanistan but is now commonly known as al-Qaeda. Ironically, the Taliban was yet another offshoot of the al-Qaeda/Mujahideen network.

It is worth noting that Brzezinski is also Co-Chairman of the American Committee For Peace in Chechnya, an NGO that is itself under the purview of Freedom House which is, in turn, funded by the National Endowment for Democracy, a notorious CIA front organization.

The National Endowment for Democracy is well known to have acted (and continues to act) as a cover organization for the CIA in order to organize, direct, and control “color revolutions,” rebellions, and government coups in foreign countries.

Indeed, Kurt Nimmo also writes that the American Committee For Peace in Chechnya also “receives funding from Soros Foundations, the CIA’s Ford Foundation, and the U.S. Agency for International Development, the outfit used by the U.S. government to run “humanitarian” NGOs instrumental in running color revolutions in former Russian states.”

The Voltaire Network also describes the Jamestown Foundation in much the same manner. It says that Jamestown “is only an element in a huge machine, which is controlled by Freedom House and linked to the CIA.”

“In practice,” the research organizations states, “it has become a specialized news agency in subjects such as the communist and post-communist states and terrorism.” With this in mind, the Jamestown Foundation “publishes specialized bulletins on both the post-communist world and terrorism, which serve as reference for Washington’s think tanks. University scholars and journalists are dedicated to depict a ghost-filled world whose very same hostility justifies the U.S. empire.”

Indeed, one need only look at the Board of Directors for the Jamestown Foundation in order to see a clear agenda taking shape through the thin veil of political “education” and journalism specifically garnered to Washington think tanks, themselves of a dubious nature. The board of Jamestown is heavily stacked with years worth of experience in the worlds of intelligence, the military, defense contracting, and even the U.S. State Department itself.

Take a look, for instance, at the Board of Directors as listed on the Jamestown Foundation website and the backgrounds of the individuals that are listed.

Not only these individuals, but it should be mentioned that Zbigniew Brzezinski himself has served on the Board of Directors of the Jamestown Foundation. Brzezinski’s list of accomplishes are both too long and too well known to require listing in this article and, for that reason, merely his presence on the Board of the Jamestown Foundation speaks volumes as to what fruits this organization is designed to bear.

Furthermore, it must be mentioned that James R. Woolsey, former CIA Director and member of the Project For A New American Century, Committee on the Present Danger, Committee for the Liberation of Iraq, Center for Security Policy, and the Foundation for Defense of Democracies, has also served as vice-Chairman of the board of the Jamestown Foundation.

Likewise, former Vice President Dick Cheney has also served on the board of the Jamestown Foundation as well as Marcia Carlucci, the wife of Frank Carlucci.

In addition to the individual connections mentioned above, the inter-agency and inter-organizational connections between the Jamestown Foundation and what Tony Cartalucci of Land Destroyer Report refers to as “Meddlers International” is veiled by an increasingly transparent veil of direct funding by the United States Government and financial warfare managers like George Soros.

In his report, “BOMBSHELL: US Caught Meddling In Russian Elections,” Cartalucci listed nine organizations that he considered to be a part of “Meddlers International,” meaning a Western-based network of destabilization campaigns and organizations aimed at overthrowing or otherwise influencing the elections, political climate, or even destruction of “foreign” states. The list included the National Endowment for Democracy, International Republican Institute, National Democratic Institute, Freedom House, Open Society Institute, International Federation for Human Rights (FIDH), Reporters Without Borders (US Chapter), Human Rights Watch, and Amnesty International (USA).

Of these organizations, at least four of them receive funding directly from the National Endowment for Democracy (note that 1 is the NED itself) which is nothing more than a conduit for USAID (United States Agency For International Development) and the U.S. State Department. Thus, it is not mere hyperbole to suggest that the NED, IRI (International Republican Institute), NDI (National Democratic Institute for International Affairs), Freedom House, and RWB (Reporters Without Borders) are nothing more than covert branches of the U.S. government, specifically the U.S. State Department.

In addition, The Jamestown Foundation, according to the Institute for Policy Studies, has become “increasingly linked to neocon-driven institutions and leading figures, including the Center for Security Policy and Freedom House.”

The Institute for Policy Studies (IPS) further explains the connections between the Jamestown Foundation and Freedom House by stating, “Among the authors of the institute’s publications are Freedom House’s Nina Shea, the National Institute for Public Policy’s Keith Payne, the Hoover Institute’s John Dunlop, the Heritage Institution’s John Tkacik, American Enterprise Institute’s Nicholas Eberstadt, Hudson Institute’s Laurent Murawiec, and the Middle East Intelligence Bulletin’s former editor Gary Gambill.”

IPS continues in its description of the Jamestown Foundation’s publications by writing,

Regarding China, Arthur Waldron and John Tkacik have each respectively led alarmist calls about the new China threat. For his part, Waldron has criticized “China’s directionless transition.” He charges that China has followed a dangerous path of instituting economic reform, whereas it should have followed the Russian model of first “introducing freedom and democracy.” He advocates that the United States keep China in check if it “misbehaves” with regard to Taiwan, and implies that China is a terrorism-enabling country because it has failed to exert sufficient pressure on North Korea. Similarly, Tkacik recommends “prescribing Beijing with some of its own medicine”—meaning that it should use the same heavy-handed threats against North Korea that it uses mistakenly against Taiwan.

IPS also demonstrates the method of propaganda pushed by the Jamestown Foundation against nations like Iraq and Syria, two countries which Jamestown Foundation authors have attempted “to link the two through the terrorism of Abu Musab al-Zarqawi.”


IPS states further,

Although the Jamestown Foundation does not explicitly state its foreign policy agenda, it does through its forums and publications align itself with the neoconservatives’ agenda with respect to Taiwan-China, counterterrorism/Middle East issues, and Russia. Like the neoconservatives, the institute equates evil and totalitarianism—and believes that U.S. foreign and military policy should be committed to “root out evil.”

But, while it may be true that Jamestown is closely linked with Neo-Con ideals, it is also true that what is traditionally considered to be “Neo-Conservative” is, at the top, one and the same with what is traditionally called “Neo-Liberal.” Indeed, one need only look to the fact that Zbigniew Brzezinski has played such a heavy role in the Jamestown Foundation to see that a bridge has been built to cross any void that may have existed, even if that void existed in name only. Clearly, while political smokescreens may, at times, serve to distort the similarity in the vision of individuals like Cheney and Brzezinkski and organizations like Freedom House and the Open Society Institute, their goals are, in the end, exactly the same.

For this reason, in terms of known sources of funding, it is important to note that the Jamestown Foundation received $3.5 million between 1985 and 2003 from a variety of foundations including Smith Richardson, Carthage Foundation, and Sarah Scaife Foundation. In 1997 and 1998, the Starr Foundation contributed $200,000 and $100,000 respectively. In 1998, Archer Daniels Midland donated $5,000.

It is interesting to note that the Board of Governors for the Smith Richardson Foundation includes both Zbigniew Brzezinski and R. James Woolsey, two principals of the Jamestown Foundation. Smith Richardson is also a heavy financier of Freedom House.

In the end, it matters little whether Izvestia’s claims regarding the Boston Bombing suspects attendance of a Caucasus Fund and/or Jamestown Foundation “workshop” is entirely accurate. The fact is that the connections between Foundations, NGO’s, and other organizations, even the Jamestown Foundation itself, and intelligence agencies, Western governments, and destabilization campaigns are themselves well-documented.

Indeed, the connections between these fixtures of geopolitical destruction as presented in this article are not even the tip of the iceberg. One could literally track the organizations and individuals involved in global destabilization efforts both at home and abroad for a lifetime without truly discovering or labeling all of the players in the game. However, it is important to understand who and what acts as the controlling wing of global terrorism be it of the Middle Eastern, African, or Chechen varieties in terms of its manifestation; or the American, British, or NATO varieties in terms of its direction.
