SB-18 Bill of Rights for Children and Youth in California
This bill would declare the intent of the Legislature to expand and codify the Bill of Rights for Children and Youth of California to establish a comprehensive framework that governs the rights of all children and youth in California, outlines the research-based essential needs of California’s children, and establishes standards relating to the health, safety, well-being, early childhood and educational opportunities, and familial supports necessary for all children to succeed.
(1) The right to parents, guardians, or caregivers who act in their best interest.
(2) The right to form healthy attachments with adults responsible for their care and well-being.
(3) The right to live in a safe and healthy environment.
(4) The right to social and emotional well-being.
(5) The right to opportunities to attain optimal cognitive, physical, and social development.
(6) The right to appropriate, quality education and life skills leading to self-sufficiency in adulthood.
(7) The right to appropriate, quality health care.

The child shall be protected against all forms of neglect, cruelty and exploitation. He shall not be the subject of traffic, in any form. The child shall not be admitted to employment before an appropriate minimum age; he shall in no case be caused or permitted to engage in any occupation or employment which would prejudice his health or education, or interfere with his physical, mental or moral development.
The child shall be protected from practices which may foster racial, religious and any other form of discrimination. Secret CIA assessment says Russia was trying to help Trump win White House

Intelligence agencies have identified individuals with connections to the Russian government who provided WikiLeaks with thousands of hacked emails from the Democratic National Committee and others, including Hillary Clinton’s campaign chairman, according to U.S. officials. Those officials described the individuals as actors known to the intelligence community and part of a wider Russian operation to boost Trump and hurt Clinton’s chances.
“It is the assessment of the intelligence community that Russia’s goal here was to favor one candidate over the other, to help Trump get elected,” said a senior U.S. official briefed on an intelligence presentation made to U.S. senators.

Given the obvious significance of this story — it is certain to shape how people understand the 2016 election and probably foreign policy debates for months if not years to come — it is critical to keep in mind some basic facts about what is known and, more importantly, what is not known:
(1) Nobody has ever opposed investigations to determine if Russia hacked these emails, nor has anyone ever denied the possibility that Russia did that. The source of contention has been quite simple: No accusations should be accepted until there is actual convincing evidence to substantiate those accusations.
There is still no such evidence for any of these claims. What we have instead are assertions, disseminated by anonymous people, completely unaccompanied by any evidence, let alone proof.
FBI disagrees with CIA on Russian involvement in the election
The FBI official’s remarks to the lawmakers on the House Intelligence Committee were, in comparison, “fuzzy” and “ambiguous,” suggesting to those in the room that the bureau and the agency weren’t on the same page, the official said.
The divergent messages from the CIA and the FBI put a spotlight on the difficulty faced by intelligence and law enforcement officials as they try to draw conclusions about the Kremlin’s motives for hacking Democratic Party emails during the 2016 race.
Senate Quietly Passes The “Countering Disinformation And Propaganda Act” (Not to be confused with recent H.R. 6393, Intelligence Authorization Act for Fiscal Year 2017)
While we wait to see if and when the Senate will pass (and president will sign) Bill “H.R. 6393, Intelligence Authorization Act for Fiscal Year 2017”, which was passed by the House at the end of November with an overwhelming majority and which seeks to crack down on websites suspected of conducting Russian propaganda and calling for the US government to “counter active measures by Russia to exert covert influence … carried out in coordination with, or at the behest of, political leaders or the security services of the Russian Federation and the role of the Russian Federation has been hidden or not acknowledged publicly,” another, perhaps even more dangerous and limiting to civil rights and freedom of speech bill passed on December 8.
Recall that as we reported in early June, “a bill to implement the U.S.’ very own de facto Ministry of Truth has been quietly introduced in Congress. As with any legislation attempting to dodge the public spotlight the Countering Foreign Propaganda and Disinformation Act of 2016 marks a further curtailment of press freedom and another avenue to stultify avenues of accurate information. Introduced by Congressmen Adam Kinzinger and Ted Lieu, H.R. 5181 seeks a “whole-government approach without the bureaucratic restrictions” to counter “foreign disinformation and manipulation,” which they believe threaten the world’s “security and stability.”
