U.S. Senate Wants To Label WikiLeaks A “Non-State Hostile Intelligence Service”

The U.S. Senate is considering a bill that would classify WikiLeaks as a “non-state hostile intelligence service” bundled as part of the 2018 Intelligence Authorization Act. Presumably, that classification would authorize the use of force against WikiLeaks.

“It is the sense of Congress that WikiLeaks and the senior leadership of WikiLeaks resemble a non-state hostile intelligence service often abetted by state actors and should be treated as such a service by the United States,” a section of the Act reads.

The Act almost unanimously passed a Senate panel last month 14-1, rejected by only one man, Sen. Ron Wyden, an Oregon Democrat who staunchly opposed the measure due to the provision that was snuck in about WikiLeaks.

“The language in the bill suggesting that the U.S. government has some unstated course of action against ‘non-state hostile intelligence services’ is equally troubling,” Wyden said in a press release. “The damage done by WikiLeaks to the United States is clear. But with any new challenge to our country, Congress ought not react in a manner that could have negative consequences, unforeseen or not, for our constitutional principles. The introduction of vague, undefined new categories of enemies constitutes such an ill-considered reaction.”

“The use of the novel phrase ‘non-state hostile intelligence service’ may have legal, constitutional and policy implications, particularly should it be applied to journalists inquiring about secrets,” said Senator Wyden.

Attorney General Jeff Sessions previously said in April that the arrest of WikiLeaks’ publisher Julian Assange was a “priority” for the DOJ.

“We are going to step up our effort and already are stepping up our efforts on all leaks,” he said. “This is a matter that’s gone beyond anything I’m aware of. We have professionals that have been in the security business of the United States for many years that are shocked by the number of leaks and some of them are quite serious. So yes, it is a priority. We’ve already begun to step up our efforts and whenever a case can be made, we will seek to put some people in jail,” Sessions said.

Meanwhile, CIA Director Mike Pompeo has regularly labeled WikiLeaks a “non-state hostile intelligence service,” the same term used in the Senate bill.

WikiLeaks, an international non-profit whistleblowing organization, has leaked at least 10 million classified documents to date from various governments including the United States. In 2016, the group published a number of documents and emails from the Democratic National Committee (DNC) and Hillary Clinton’s campaign chair John Podesta that suggested the DNC deliberately tried to discredit presidential candidate Bernie Sanders over then-Democratic nominee Hillary Clinton.

As both the current and former administrations continue forward with an ongoing seven-year investigation into WikiLeaks since their 2010 leak of almost 100,000 State and Defense Department secret documents dubbed Cablegate pertaining to U.S. military operations in Iraq and Afghanistan, neither administration has been able to charge a single member of WikiLeaks with a criminal indictment.

In that case, only the source of the leak was punished: former U.S. intelligence analyst Chelsea Manning, who spent spent the last seven years in prison before former U.S. President Barack Obama commuted 28 years of her 35-year sentence on his way out of office, calling it “very disproportionate relative to what other leakers have received” and that “it makes sense to commute and not pardon her sentence.”

Julian Assange, WikiLeaks’ publisher, is currently holed up in the Ecuadorian embassy in London, where he has been illegally detained in arbitrary detention, according to a UN panel. Assange has been held against his will, isolated from his children, since June 2012. He faces extradition to Sweden to face sexual assault allegations that have been repeatedly dismissed, and is an investigation that’s since been dropped by Swedish prosecutors.

The other aim of the bill is to assure that all secret and clandestine missions are approved by the president and that Congress is made aware of all military operations.

Personally I liked and preferred candidate Trump and what he stood for (and who praised Wikileaks) compared to today’s president “flip-flop” pro-warmonger Trump who now says he doesn’t like Wikileaks. So when is crooked Hillary and her gang of the “enemies within” going to brought to justice again??? Behind building that wall and attempting at getting this country in financial order after Obama’s $20 trillion of debt, going after crooked Hillary is why I voted for Donald. To put that treasonous witch in prison where she belongs.

  4. The “Senate” is just as corrupt as the House. WikiLeaks is a threat with the truth to just how corrupt our Congress is so they attack out of self-protection. I didn’t vote for Trump (nor Hillary) but my feelings about him are more positive as time goes on. The one major issue that prevents me from being over the moon over him is his support of Israel’s genocide of Palestinians. Unfortunately, he’s listening to Kushner’s (Mossad Agent) advice. He needs to kick that Zionist/Nazi to the curb…get him OUT of the WH.

      Assange asked Freedom House (a CIA front) to sit on Wikileaks advisory board. Also, he had a Rothschild lawyer, and has been close to Establishment figures, etc.

      The release of “leaks” on govt corruption is a social engineering project and one objective is to get people to give up any semblance of elected governments. This is also true for the “Panama Papers” and “Humpty Dumpty” leaks in Russia. The “Vati-Leaks” scandal was done to reform Catholic doctrine to be more in line with the NWO new ‘religion’. The butler was a cover story, admitted in a BBC documentary. More social engineering.

      • Actually, this isn’t the first time I’ve heard that Assange was working with the CIA. That being that case, why isn’t our Congress trying to make the CIA an unlawful entity and shutting it down? That would get rid of the CIA AND Assange in one fell swoop…No? I am very aware that Deep State personalities want to get rid of our Congress altogether…certainly Dick Cheney is one of them and he’s said as much. I am a Constitution supporter and believe for any form of good government, we need to honor and respect our Constitution. That means, under no circumstances should our Congress be disbanded.   5. Unfortunately the US is a rogue nation and must keep all of its illegal and clandestine activities totally secret. Secret upon secret, day after day, month after month, year after year and never ending. A democracy cannot exist under those circumstances. A government that can only stay in power by consistently lying to its people is not one that has a moral or ethical right to exist. The American judicial system is another facet of government that has proven in practice that it cannot provide justice consistently and fairly across the board. Where a Manning is tried for disclosing “secrets” and sentenced to 35 years in prison, even though the so called secrets resulted in no proven harm, a Cheney can out a secret security agent working on non nuclear proliferation, resulting in the exposure of American foreign agents and gets no penalty. In fact he doesn’t even get investigated. So much for a fair and balanced judiciary. Attempting to destroy the press’s ability to disseminate the truth is a symptom of a dictatorship, not a democracy.

      What does that mean, “constitutional republic”? It means that the US Constitution is the definer of our government, dividing the delegated powers (authority) to the different governments – state and federal, then further dividing it between the different branches, and to named-in-writing offices within a branch; it is the supreme Law of this nation that ALL legislation must be in Pursuance thereof to be LAWFULLY binding on the American people; it is the supreme Contract that ALL who serve within our governments are required to be Oath bound to; it also puts all of this and more in writing so that it is easily accessible to all so that they can know exactly what those that serve within our governments can do, are forbidden to do, etc.

      Our allegiance and the allegiance of all who serve are to the US Constitution and each state’s Constitution, NOT to any person who serves within government or to any office within government. It is our loyalty and allegiance to the documents that are the foundations of our freedom because then EVERYONE has the knowledge of what those who serve within our government are allowed to do.

      You are correct about secrets, and they are forbidden to those who serve within our government.

      What do I mean when I list both the states Constitutions and the US Constitution as being our governments?

      Mack/Printz v USA (1997), Justic Scalia, majority opinion: “It is incontestable that the Constitution established a system of “dual sovereignty”…. Although the States surrendered many of their powers to the new Federal Government, they retained “a residuary and inviolable sovereignty”…. Residual state sovereignty was also implicit, of course, in the Constitution’s conferral upon Congress of not all governmental powers, but only discrete, enumerated ones. Article 1, Section 8, which implication was rendered express by the Tenth Amendment’s assertion that “[t]he powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people”.

      Those who serve within the judicial system are as corrupt as the rest who serve within our governments. Their LAWFUL duties are put into writing so that all can know what they do or are forbidden to do. Remember if it is NOT assigned (delegated) to the branch or named office within a branch in writing, then it is forbidden to those who serve within those places. Also remember that those that SERVE WITHIN our governments have NO POWER or AUTHORITY themselves, they are ALLOWED to use the authority of the branch or named office within a branch for as long as they do the duties as assigned in writing, take and KEEP the Oath.

      You are misinformed of WHO does the investigations, etc. The US Constitution, in writing, (Article 1, Section 8, Clause 15) assigns the duties to
      — Enforce the US Constitution (supreme Law and supreme contract) and each state’s Constitution (highest law and contract of the state),
      — Enforce and keep the “Laws of the Union” (which are constitutional laws ONLY),
      — Protect the country against all enemies both domestic and foreign, and
      — “to suppress Insurrections and repel Invasions”

      … to us, to the American people as the Militia of the several states. No one else has those duties delegated to them. WE retained them so that there could never be a “police state”, or military takeover by our own military.

I have, unfortunately and tragically, experienced firsthand what Wiki Leaks does in real world crisis areas/high threat environments, and have seen the DIRECT effects (not indirect, like “whoops, we told the bad guys where your Fwd Ops Over-Watch Pos (position) is” and then watch these obviously intellectual giants (please tell me you hear the sarcasm so I don’t gotta spoon feed it) to all these people who apparently have jobs that don’t mind them taking weeks off work to demonstrate/protest and cause more divisive unrest (then complain about said divisive environment and play the blame game when all they’d need is a f–king mirror). It’s so naive! Any of you who TRULY believe such globally desired “transparency” (which will never happen…it’s like free healthcare. It sounds great, then you put your money where your mouth…er..I mean, where President is, and nothing happens EVER, or at least nothing that puts a dent in anything except the nation’s increasing debt and YOUR PERSONAL debts.) Let’s use an analogy….Putin, good guy or bad guy, I don’t care, just like Hillary/Trump—I’m an independent–and not left NOR right-wing.

    BUT, however, WikiLeaks has actually caused real-world damage that has affected more than our fake news outlets let us hear about (It’s the “why show Americans what they leaked about Syrian/Russian war crimes etc today if it’s not relevant/entertaining/etc?”, or maybe political rhetoric back when it was Trump-bashing or Hillary-bashing yet again, for the one hundredth time in a row, with the same sound bites…YEAH, duh, he’s a putz being a child and tweeting ridiculousness and repeatedly does so every time his chubby little nublets touch that phone! But guess what? NO ONE CARES NOW. He’s POTUS, we’re stuck, get past it..BUT, wait a min!!! Guess what? We can stop leaking. PEOPLE ARE ACTUALLY DYING LIKE THOSE HOLLYWOOD FILMS WE USED TO MAKE FUN OF FOR BEING SO UNAUTHENTIC WHEN IT CAME TO INTELLIGENCE AGENCIES ETC (Jason Bourne, Enemy of the State, etc etc….they are all out to get us and listen in/record all my conversations with my fellow colleagues or my pops! I DON’T FEEL INVADED. People who seriously, actually do need to buck up and deal with it….it happened with or without your consent before so…uh….how do you wanna play it? When that came out that may have seemed bad but…Wiki Leaks? This guy picks sides, his staff do too, same with the narrative that Anonymous try to feed us about THE GOV’s NARRATIVE (the irony in that is unreal, not to mention the obvious hypocrisy), whomever…all have a “side” and once they pick it, that’s that.
    I swore I would find some hacker type and find out why and what happened to my friends…Right? I mean,
    directly or indirectly, they’ve unknowingly allowed Somali children getting beheaded by AS (Al Shabaab)
    recently, like a few years back if my memory serves, and then was taken off ASAP once it was “leaked”…..But wait? Isn’t that transparency? The big speeches about “checks and balances” etc and taking accountability for the “black bag stuff”?? (luckily for him, it was just outside the red line and his usual defense entourage that speak for him like he’s NOT a threat to more than just the US is he “merely leaked the true positions of certain people at certain times”-type BS) and it cost those longtime friends their LIVES, after spending ALL of their own lives either working their tails off to try and better the world we live in, not shoot it up etc…not cause MORE damage, but instead, build cultural bridges, military or not….No one I knew would sign up to conduct “illegal drone strikes” etc etc, but as DoD personnel in the intelligence and/or US SOF community, they weren’t just put at risk by this “transparency”, they paid dearly and I still speak to their shattered families (I get calls ALMOST every other night from my friends’ widows who just ball and wish to leave this life because of what happened…Their husband was a contractor with just a pair of binos on him reporting Sudanese Janjaweed positions who had just raided, robbed, and raped nearly a half dozen villages in a week or less) who knew these men who just wanted to build up local townships in their AOs (areas of operation) and would be constantly given gifts of appreciation by those that lived locally and saw the direct result of their team’s work. They rarely needed to defend themselves, then suddenly, someone feels defiant….”those US imperialists…those spying a-holes think they are the world police! I went to MIT, I’ll show them!” (same talk as the Boston boys who blew those poor souls up, those Chechens that weren’t TOTALLY stupid, they had a plan that went south, and didn’t adapt, and thank god they got smoked!). Same with Snowden….People think that movie and his story is sooooo what we are as a country….WE HAVE NEVER BEEN THAT COUNTRY HENCE WHY WE ARE EVEN STILL HERE. Israel? Mossad? Do they sound like they have a lot of Snowdens? no….because they are ruthless in defending their own. Sometimes they get unspooled and go off reservation…but it’s better than crazed Syrians raping women in the dozens in British subways!!
    Our enemies use Wiki Leaks (Russia? China? They are disinformation experts as we’ve known for decades) and make full on fake documentaries etc about NATO or the “Jews, and their control over this or that etc” (I mean the Iranian IRGC, there), and how everyone is out to get them so they MUST flex or no one will fear them!
    Ok enough of my rant…I have tears welling up thinking about these neutral Scandinavian pansies who think they are SUCH heroes just because they were told so by other black hat hackers, leaders in the world, etc, etc. He’s a MASSIVE piece of sh–t and ABSOLUTELY SHOULD BE BANNED AND/OR PUT ON THE NON-STATE HOSTILE LIST.
