Government Awards Ammunition But Hides How Much It Spent And The Quantity Requested

On 16 Aug 2012, National Geospatial-Intelligence Agency announced on FedBiz.gov, of award going to A2Z Supply Corp, a frequent awardee of ammunition contracts. However, this Wyoming-based company received a big fat ZERO in the award. Look at the picture below (click to make larger):

There was no solicitation request, no notice of sole supplier, no notice of ANYTHING.

However, in May of this year, the same Agency, the same branch, ordered 53,000 9 MM 124 Grain +P Bonded Jacketed Hollow Point and 53,000 rounds of .223 Caliber Tactical Patrol Rifle Premium 64 Grain Hi-Shok Pointed Soft Point. 32,000 were to be delivered to Springfield, VA, and the remainder going to Arnold, MO. – For a total of 106,000 rounds.

It seems that the following is no longer the case, nor the practice of this Administration:

It also seems that the recent press by bloggers detailing ammunition purchases has put the Government in a bad mood. Recently, a petition of over 22,000 signers was pulled from a White House website. The petition: Ending the TSA’s abuse of travelers.

Because the first request was filled in May, also won by the A2Z Supply Corporation, it raises the question, what happened to the 106,000 rounds of ammunition. All used in four months? Hardly. This could be described as hording, or stockpiling.

The legality of the most recent solicitation – void of any pertinent facts of how US tax dollars are being spent, is in direct violation of the President’s Open Government Initiative. From the whitehouse.gov website:

MEMORANDUM FOR THE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES 

FROM: Peter R. Orszag, Director 

SUBJECT: Open Government Directive 

In the Memorandum on Transparency and Open Government, issued on January 21, 2009, the President instructed the Director of the Office of Management and Budget (OMB) to issue an Open Government Directive. Responding to that instruction, this memorandum is intended to direct executive departments and agencies to take specific actions to implement the principles of transparency, participation, and collaboration set forth in the President’s Memorandum. This Directive was informed by recommendations from the Federal Chief Technology Officer, who solicited public comment through the White House Open Government Initiative. 

The three principles of transparency, participation, and collaboration form the cornerstone of an open government. Transparency promotes accountability by providing the public with information about what the Government is doing. Participation allows members of the public to contribute ideas and expertise so that their government can make policies with the benefit of information that is widely dispersed in society. Collaboration improves the effectiveness of Government by encouraging partnerships and cooperation within the Federal Government, across levels of government, and between the Government and private institutions. 

This memorandum requires executive departments and agencies to take the following steps toward the goal of creating a more open government: 

Publish Government Information Online 

To increase accountability, promote informed participation by the public, and create economic opportunity, each agency shall take prompt steps to expand access to information by making it available online in open formats.2 With respect to information, the presumption shall be in favor of openness (to the extent permitted by law and subject to valid privacy, confidentiality, security, or other restrictions). 

  1. Agencies shall respect the presumption of openness by publishing information online (in addition to any other planned or mandated publication methods) and by preserving and maintaining electronic information, consistent with the Federal Records Act and other applicable law and policy. Timely publication of information is an essential component of transparency. Delays should not be viewed as an inevitable and insurmountable consequence of high demand.  
  2. To the extent practicable and subject to valid restrictions, agencies should publish information online in an open format that can be retrieved, downloaded, indexed, and searched by commonly used web search applications. An open format is one that is platform independent, machine readable, and made available to the public without restrictions that would impede the re-use of that information. Read more HERE

It seems that “Transparency promotes accountability by providing the public with information about what the Government is doing.” is no longer an ideal that this Administration wishes to strive for.

Americans want to know why all the ammunition is being purchased. Not even one head of an agency has come forth with complete answers.

Do your part. Ask for a Congressional Inquiry into this matter. We can only hope someone still has a backbone in Washington.
