Bill Targeting “Russian Propaganda” Passes in House

H.R.6393, Intelligence Authorization Act for Fiscal Year 2017, passed in the House of Representatives on November 30.

The legislation deals with a number of intelligence-related issues, including Russian propaganda, or what the government calls propaganda.

Section 501 calls for the government to counter “measures by Russia to exert covert influence … carried out in coordination with, or at the behest of, political leaders or the security services of the Russian Federation and the role of the Russian Federation has been hidden or not acknowledged publicly.”

Definitions include media manipulation, covert broadcasting, disinformation and forgeries, and “funding agents of influence.”

It’s easy to see how this law, if passed by the Senate and signed by the president, could be used against “fake news” websites.

On November 24, The Washington Post published an article citing “experts” who claim Russian propaganda helped Donald Trump get elected.

“Two teams of independent researchers found that the Russians exploited American-made technology platforms to attack U.S. democracy at a particularly vulnerable moment, as an insurgent candidate harnessed a wide range of grievances to claim the White House. The sophistication of the Russian tactics may complicate efforts by Facebook and Google to crack down on “fake news,” as they have vowed to do after widespread complaints about the problem,” the Post reported.

The newspaper cited PropOrNot, an anonymous website that posted a hit list of alternative media websites, including Drudge Report, Zero Hedge, Activist Post, Blacklisted News, and many others.

PropOrNot attempts to make the case the websites are either used directly or covertly by the Russians to spread propaganda.

At this point it is unknown if the bill will work its way through the Senate and become law and if it will be used to shut down or curtail websites anonymously characterized as useful idiots or willing participants in disseminating supposed Russian propaganda.

    Mr. Putin is a great world leader in my humbled opinion. He was that even prior to the election here in America. He remains that even after the election. He has no need of propaganda to sing his praises or to lift Russia to being a global leader of positive change. I write this not as propaganda but rather as personal opinion. Yes, I’m aware Mr. Putin like many politicians has his darker side. What I see publicly at present seems he is attempting redemption of himself and Russia.

  12. The 2013 repeal of the anti-propaganda act raised red flags but hit lists on alternative sites like Drudge etc make intentions very clear.

  13. After the European Parliament’s infamous “non-legislative resolution”, this bill is a new assault against the freedom of speech. It is curious that what they didn’t do in order to counter “terrorism apology”, which was a classical tool to pass restrictive measures, it is done now as a Russophobic and certainly a degradation of the Western democracy and liberties. Fake news and bias propaganda is found aplenty in the MSM, but of course they comply with the governments’ directives, so the remaining “second opinions” mainly in Internet must be gagged…

Those with a brain in their head know that the propagandists are really the mainstream news (ABC, NBC, CBS, FOX, CNN, CNBC, etc)…. and this bill is being passed to hide the truth that is being shown by alternative media sources exposing the lies, hoaxes, and psyops that have been and still are being perpetrated on the American people. Why not INSTEAD pass a bill to stop the CONTINUED fabrication and falsification of legal documents , including forgeries and falsified endorsements on mortgage notes that have been and continue to be used as evidence against homeowners across this country to foreclose on their homes after they were lied to by the banks, most notably Bank of America, who lied to the DA’s and modified nothing and instead forged and fabricated and bundled the loans up w/newfound forgeries and gave them to entitites such as Ditech, Everbank, etc etc..why not go after the criminal banksters instead of truthtellers????

  21. I do not believe that many members of the House of Representatives actually believe that Russians are carrying out “covert influence”. I think it is a two-fold bill. #1. to suppress news not sanctioned by the executives of the 6 large corporations that control 80% of our mainstream media. #2. to continue to promote fear of the Russians by keeping us in ignorance of what is really going on in the world and inundating us with false spectres of ….something, I don’t know what. Imminent attack? For me, every time I see another name of the so called “fake news” sites, I add it to my list of go-to news.

    • This IS a very wise practice for which I commend you. Given the trustworthiness of politicians and the p!$$stream/prog-stream media complex, it is hard to swallow lectures from same about “fake —” anything.

      It is especially sickening given what WikiLeaks exposed between Podesta and the Clinton campaign, the standard-bearer of fraud and fake news.
