Blackwater-like contractor seeks to legalize private police in the U.S.

There are very few news stories about government overreach that shock me these days, but this week there were two — both in California. Each came and went with barely a whisper in the media, even from the “liberty” news.

Perhaps we’re so bombarded with mafia tactics by the government that some events just get lost in the chaos. And no, one of these developments is NOT the Los Angeles School District acquiring tanks and grenade launchers, although that’s probably of equal significance. Below is the first of these local stories. The second will be in a follow-up article.

This is probably the scariest development in law enforcement, ever, and I don’t say that lightly. If you thought no-knock SWAT raids to serve warrants for non-violent crimes was the epitome of tyranny, wait until you get a load of private mercenaries conducting special forces-type raids on American citizens.

That’s right, a report out of Mendocino, California admits that Blackwater-like private “security” contractors are now being used to “police pot.” Mysterious soldiers repelled out of unmarked helicopters fully armed for war to raid legal medical cannabis gardens last month. They didn’t identify themselves or present paperwork of any kind. They just destroyed the garden and left. Other witnesses claim this invading army is also “confiscating” product.

This is the ultimate “feeler” story in the unfolding Totalitarian Tip-Toe if I’ve ever seen one. A quirky local story of “mystery men” used to raise the public threshold of acceptable tyranny, a.k.a. legitimizing private-sector soldiers for law enforcement.


The war machine seems to be gauging how much terror they can inflict on peaceful Americans before they say WTF (See Ferguson) and, perhaps more importantly, to see if the public will allow this vast new market for war profiteers.

It should be a massive media story “private war profiteering at home to terrorize citizens fight crime”. Helicopters, weapons of war, and tactical gear are expensive. Who’s seeding these start-ups anyway?

The manipulation continued a day after this story was reported, when Alex Altman of TIME wrote “Californians Turn to Private Security to Police Pot Country” as if all the citizens of California have agreed to this type of policing. Subtle manipulation.

TIME writes:

Over the summer, residents claimed men in military gear had been dropping onto private property from unmarked helicopters and cutting down the medicinal pot gardens of local residents. Local law enforcement have conducted helicopter raids in the area, but some worried the culprit this time was different: a private-security firm called Lear Asset Management. 

The confusion was easy to understand. In the wildlands of California’s pot country, the workings of law enforcement are hard to track, and the rules for growing pot are often contradictory. To add to the mess, the various local, county, state and federal enforcement efforts don’t always communicate with each other about their efforts. The added possibility of private mercenaries, with faceless employers, fast-roping from helicopters raised alarm bells for many farmers.

TIME legitimizes Lear Asset Management and the practice of private policing with a matter-of-fact job description:

They are hired by large land owners to do the work of clearing trespass gardens from private property, and perform forest reclamation, sometimes funded by government grant. Deep in the woods, they cut down illegal pot plants and scrub the environmental footprint produced by the backwoods drug trade. They carry AR-15 rifles, lest they meet armed watchmen bent on defending their plots.

I really don’t have a problem with securing private property from vandals, but did you catch that slip “sometimes funded by government grant”?  That’s when “private security” becomes “law enforcement.” This is the RED ALERT buried in this story. At best our tax dollars are being used to fund private armies for large land owners. At worst, when will we see these warriors policing BLM land (aka National Parks)? Wait for it…

Altman quotes official statistics about how successful Lear and law enforcement are in raiding marijuana farmers, measured in the “street value” of the forbidden crop seized at gunpoint, as if that is still acceptable behavior by society’s peace keepers in the era of legal weed. But Altman just uses it as a segue into a broader “problem” of policing environmental vandalism on large stretches of open land, including “public” land.

More recently, the trespass grow sites have migrated from public land onto the vast plots owned by private citizens and timber companies. Some of them have hired Lear to deal with the problem. The company has run about nine missions across California’s pot country this year, with more planned this fall, Trouette says. And while the company’s special-ops aspect gets much of the attention, most of the work focuses on environmental reclamation.

The public is supposed to believe Lear is merely an environmental clean-up team doing community service who just so happens to have military special ops capability. How quaint. I didn’t know litter maintenance required AR-15s. But who would be opposed protecting the environment? Smart marketing.

TIME goes for the hard close to sell this tyranny by providing legal cover for these raids without warrants, before ending the article as a sponsored post for “regulation” of Lear’s “flourishing” domestic mercenary business as the “best thing for locals.”

Reports of vigilante marijuana raids on private property may simply stem from a lack of legal clarityUnder the so-called “open fields doctrine” set forth by the U.S. Supreme Court, the Fourth Amendment does not protect undeveloped property from warrantless searches. As a result, police may be permitted to cut down private gardens without a warrant. (my emphasis because you need to read and reread every word)

In the meantime, Lear has flourished, despite the concern among some local growers. But like most people in the Emerald Triangle, Trouette thinks the best thing for the locals would be for the feds to sort out all the confusion. “I think the federal government would do everybody a big favor,” he says, “by regulating this industry.” (my emphasis)

So let me get this straight: a criminal gang of armed thugs commits violence and theft, and the best way to solve that problem is to legalize and regulate those thugs? Sounds like ISIS.

The creepiest thing about this development is that it’s a clever, more professional repackaging of a previous attempt to introduce private police in America. Some of you liberty lovers may recall it being rolled out once before in an eerily similar manner.

In 2009, FOX News wrote U.S. Mystery ‘Police’ Force Has Small Montana City on Edge after a local news report aired showing an extremely well-funded private security contractor going by the name American Police Force (APF) rolling into the town of Hardin in black Mercedes tagged as “Harding Police Department”.

The town contracting a private firm for domestic policing caused massive outrage not just locally in Montana but also around the United States. APF is now referred to as a well-funded fraud perpetuated by a petty con man and the event was swiftly dumped into the dustbin of history.

The Wikipedia entry on APF states:

American Police Force (APF), and under its revised name American Private Police Force, was a fraudulent entity claiming to be a private military company. It never possessed any legitimacy to operate in the United States. The company’s previous logo was an exact copy of the Serbian state coat of arms which caused some controversy and resulted in the Serbian government threatening legal action against APF if it did not remove or change the logo. 

In September 2009, US government contract databases showed no record of the company, while security industry representatives and federal officials said they had never heard of it. 

APF was registered as a corporation in California by convicted con man Michael Hilton on 2 March 2009. 

Interestingly, there are absolutely no follow-up reports of “Michael Hilton” or anyone else being prosecuted or convicted in the APF case. They simply vanished. Think about that for a moment. A heavily-armed foreign force invades a small town in America on false pretenses committing dangerous fraud and the U.S. government does absolutely nothing about it. What does that tell you?

Well, we know the U.S. military uses private contractors in foreign wars, and we know the Pentagon is arming and militarizing domestic police, and we know the U.S. Army is training to enter law enforcement. It seems to me that it’s all part of the plan to keep the war machine churning and to control the population.

Now with a more polished version of private security, minus the flashy Mercedes and foreign accents, and sold to us as environmental guardians, this story has gone largely unnoticed. Yet, if these raid allegations are true, Lear’s actions already far exceed anything APF did in Montana.

    I like the idea, we can set up our own police force which deals with corruption in public offices, corrupt police, corruption in politics and banking. And I would go further and disband and fire all city police because they are unaccountable. Good ideas and we need to start right now, because there are a lot of arrests to make.

      Private Contractors / Privatized Police result in vigilantism harassment and stalking for hire, and framing innocent people all for money (they have to justify their paychecks…so, if there isn’t a criminal in the area, a terrorist, an extremist, then they will make one up and use targeted patsy’s). Look at Washington Post’s Expose’ titled Top Secret America…there are already 2300 contracted intelligence firms within the U.S.. Additionally, prisons are privatized resulting in America being the country with the highest amount of its citizens in prison, by ratio, than any other country in the world. WHY ? Because they now treat American citizens as a commodity.

        not if you pay them by the hour, the reason there is so much people in jail is due to the fact that cops hired by america are paid by quotas they need to give this amount of tickets and that amount of arrest, now if you pay them by the hour then they will just do their job by the books and regulations and not try to force an accident to happen.

    The first thing that Americans should understand is that, when the Department of Defense gave military equipment to police departments around the country, that was a blatant violation of the Posse Comitatus Act, which forbids the use of the military for domestic law enforcement.

    The aspect of our civil, fiscal dynamic that we all need to know (I’m just coming to learn this year) is this:
    Our Country, your county and city. Along with these iconic ‘agencies’ like EPA, CDC, WHO, American Lung Association, USDA, etc., etc., etc..
    Are for profit corporations listed on Dun & Bradstreet (and we ‘aint the ‘Stakeholders’).
    This is the part where they lodge a charade that resembles something we were taught in civic’s class (before the gloves come off), but nothing could be further from the Truth.

    I think we are currently the subject of history’s biggest Litmus test.
    In conjunction with the black magic of incrementalism.
    Then we have predictive programming / indoctrination (propaganda; same thing).
    Two steps forward one step back.
    One step forward, one step back.
    Even if the act of tyranny is beaten back as a result of organized opposition (which is the exception rather than rule); they have planted the seed.
    Softened our psyche to the notion.

    The pace of the march being dictated by our reaction.
    Or in America’s case; the lack thereof.

    Or, Report from Iron Mountain.
    We see that our past, present and what they hope is our future has been carefully orchestrated. Not the organic unfolding of a society.

    Right now our’s might be to decide if we Love ourselves, each other, the children, our neighbors enough.
    Enough to face the Truth, and stand up for ourselves and each other.
    What if the place we assembled, the place we met and connected with each other was at our local city council and or BOS meetings?
    It could be a start. They are hearings, our chance to be heard.
    Those ‘leaders’ on that level are often fundamentally followers right now.
    Give them something bigger to follow.
    When we don’t show, they intemperate our absents as consent.

    What if the reason we’re here is to make a choice?

    As an American citizen I’m so proud of my leaders for employing losers – mercenaries – to continue these wars based on lies based on torture. We know there is something mighty fishy about the official fairy tale we were fed by the American corporate propaganda apparatus to justify these bloodbaths since nano-thermate chips have been found in dust samples from the 911 WTC attacks. The biggest mystery surrounding the 911 attacks isn’t how kerosene fires from two airplanes collapsed three buildings at free-fall speed – it becomes “Who put the nano-thermate in the towers?” I digress – but remember that the attacks of 911 were the reason for both murderous wars – and that our leaders that continue to perpetuate these lies are not to be trusted – especially with the lives of our soldiers. Given that – how can they be trusted with the life of our nation?

    Here are some lessons Machiavelli has for our brilliant leaders regarding the use of mercenaries. Think of this every time you hear them tell us that they have a plan that will “work” : (Please excuse paraphrasing)
    1. Mercenaries and auxiliaries are at once useless and dangerous, and he who holds his State by means of mercenary troops can never be solidly or securely seated.
    2. Mercenaries and auxiliaries are disunited, ambitious, insubordinate, treacherous, insolent among friends and cowardly before foes.
    3. Without fear of God or faith with man, whenever they fight they are sure to be beaten; so that in peace you are plundered by them, in war by your enemies. (Sound familiar?)
    4. The cause of which is that mercenaries have no tie or motive to keep them in the field beyond their paltry pay (not paltry these days) in return for which it would be too much to expect them to give their lives.
    5. They are ready enough to be your soldiers while you are at peace, but when war is declared they make off and disappear.
    6. Captains of mercenaries are either able men or they are not. If they are, you cannot trust them, since they will always seek their own aggrandizement, either by overthrowing you who are their master or by the overthrow of others contrary to your desire.
    7. On the other hand, if your captain be not an able man you are sure to be undone.

    Point of order, if you were to go to manta dot com or dunn and bradstreet and put in the name of your local constabulary, your city, county, state, dept of education, dept of transportation, courts, police departments, etc etc.. you will find that they are ALL private for profit corporations masquerading as government!!

    • Couple of things, firstly you are correct camouflaged unidentifiable armed men are legitimate targets as they present an imminent and reasonable threat to your person, property or others with you! They are causing you to think you are in danger of harm so you are justified in acting in self defence, the assault doesn’t have to start at the first shot, it has started with the helicopter overhead and the rappelling unknown armed men. firing then is justified and if you get off the first shots you have the advantage, don’t wait for them to hit the ground, remember at the first moment of hearing helicopters arm up and wait under cover, you will have an opportunity to zap a few before they disembark the chopper, then about 4 seconds where they are fast roping and cannot have hands on weapons, zap the bastards. Your first shots will have to take out the door gunners.

      Secondly, going about your lawful business is the best defence against this sort of militarised “police” action and whatever name and mission statement they put out via media, press releases, advertising ignores the fact they are operating unlawfully and the courts may just have a few good men and women left to shut this bullshit down once the first court cases arrive from defenders of lawful land and activities get prosecuted.

      Personally I would have some RPG and heavy calibre weapons on hand to show them just who is boss!

    Overthrow has already occurred in most federal and many federally funded state agencies. Goldman-Sachs subsidiary is now running most of the call centers and intake screening of criminal complaints and we already documented them cover up crimes on behold of their govt partner contracting partners stealing money back in 4/14. Neither political party in Congress has done anything to stop this and the over throw began in earnest back after 9.11.01. while most were discussing the Patriot Act the entire govt was being contracted out to an international partnered cabal with no internal audit controls nor any criminal over sight should they break the laws, It was a process they started back in 1983. I have trying for over a decade to stop this with no luck as these are also real DEATH PANELS FOR TOO MANY LIKE ME. No one even realizes that CEO Lynn Blodgett controls health care in all phases in this nation and his brother Tom in Europe through a Xerox front company. Laws have been passed with provisions for big monies to go to head of agencies and then the monies have ‘disappeared.’ and civil suits replaced criminal prosecutions a long time ago, And we keep electing those of both parties who have done us in in ways that the US Constitution says are treasonous, VOTE AND SHOW YOU WANT A VOICE.     Is an ATTACK on US soil against US citizens by a foreign entity. There is NOTHING lawful about it. Any “official” person who sent them committed Treason and War against the American people on US soil. It also qualifies as TERRORISM under OUR US laws:

    28 C.F.R. Section 0.85 Terrorism is defined as “the unlawful use of force and violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives”.

    No corporate group, militarized or whatever can CONSTITUTIONALLY (which IS STILL our government) be a contracted governmental professional law enforcement agency to be used against the people.

    The governmental professional law enforcement agencies used today, the ONLY lawful authority they have is when they keep the Oath to support and defend the US Constitution. Why? Because they are “replacing” us in our constitutionally assigned duty as the Militia of the several states. The governments – state and federal – established here were FORBIDDEN to create any governmental professional law enforcement. They were FORBIDDEN to create a standing army.

    Thomas Jefferson, “Notes on the State of Virginia (1782)”: “The
    law requires every militia-man to provide himself with arms usual in
    the regular service.”

    The Basics of “Who” (are the Militia): All able-bodied Americans plus those lawfully allowed to be here – excluding “public servants” – from age 18 through age 60 are the Militia of the several states. The Militia equals “We the People of the USA” because each state’s Militia is made of its lawful
    citizens excluding “representatives”, and the state’s can work together as needed for defense and to enforce the US Constitution or each state’s Constitution.

    Rep. Elbridge Gerry of Massachusetts, floor debate over the 2nd Amendment, I Annals of Congress: “What, Sir, is the use of a militia? It is to PREVENT THE ESTABLISMENT OF A STANDING ARMY, the bane of liberty….”

    US Constitution, Article 1, Section 8, Clause 15: “To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel invasions.”

    This clause is very straightforward. The militia of each state is taxed with the defense of the USA and her people, not just with the defense of their state; and they are to be armed with weapons that can repel any invasions bearing modern weapons of war. Congress is required to provide those military grade weapons for the militias in Clause 16.

    Clause 16: “To provide for organizing, ARMING, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of
    the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress”.

    Thomas Jefferson, 1st inaugural, explained that: “a well-disciplined militia”
    is “our best reliance in peace and for the first moments of war, till regulars may relieve them” and also a guarantee of “the supremacy of the civil over the military authority; [and] economy in the public expense.”

    Each state’s Militia is made up of “We the People” protecting our own interests, homes, states, nation, and enforcing our governments. The Militia has as its constitutionally assigned duties to:
    – Enforce the US Constitution and each state’s Constitution,
    – Enforce and keep the “Laws of the Union” (which is constitutional laws ONLY),

    – Protect the country against all enemies both domestic and foreign, and
    – “to suppress Insurrections and repel Invasions”.

    The US Constitution guarantees to each state to KEEP its own government, but it MUST be a “Republican form of government”. It is every state’s Militia that is the ONLY Constitutionally assigned force to “counter Invasions”
    and “Domestic Violence” within our nation.

    Richard Henry Lee: “A militia, when properly formed, are in fact the people themselves …”

    George Mason, Co-author of the Second Amendment: “I ask, Sir, what is the militia? It is the whole people except for a few public officials. To disarm the people is the best and most effectual way to enslave them.”

    Thomas Cooley: “The meaning of the provision undoubtedly is, that the people, from whom the militia must be taken, shall have the right to keep and bear arms, and they need no permission or regulation of law for that purpose”.

    There was no authority given to our governments to create governmental
    professional law enforcement agencies. Since they did, and “We the people” allowed them to (keyword here ->) ‘replace’ us in our constitutionally mandated duties their duties are lawful ONLY when they keep their personal guarantee through keeping the Oath. (Replace: to assume the former role, position, or function of)

    What does that mean? It means that all governmental professional law enforcement agencies and officers has as its/their duties to First support and defend the US Constitution; then they MUST perform the duties of the Militia as our replacements which are:
    – Enforcing the US Constitution and each state’s Constitution,
    – Enforcing and keeping the “Laws of the Union” (which is constitutional laws ONLY, those “in Pursuance there of”),
    – Protecting the country against all enemies both domestic and foreign, and
    – “to suppressing Insurrections and repelling Invasions”.

    Of which enforcing the US Constitution and state Constitutions as most important where they were REQUIRED to give their PERSONAL guarantee they would (Oath). Also as our replacements I believe they may do as the Militia did and assist each other and call on those from other states to do those constitutional duties as we would have/would do. Then do the duties
    of the position they occupy.

    Also understand that Sheriffs are constitutionally recognized and have always used the Militias (us) when needed to assist. They quite likely trained us (state’s duty) along with other Militia officers so that they would know our abilities and strengths, where we would be best used, etc. That the Sheriffs have a whole country of reinforcements when they (us) are trained – except for a few.

    There was nothing legal about those actions, but they qualify, as said above, as an attack on the USA and her people, and terrorism being used against the USA and her people.

    We’re all fucked, simple as that. At some point we all get to experience what the Russian people went through in 1917. The exact same forces are at work all over America. But in order to carry out their evil freaking plans they need to get as many guns out of the hands of the citizens and ret. military as possible,

    So far they’re succeeding according to Fabian writ. In Maryland you are now limited to 10 round mags in rifles. Pretty soon all “assault rifles” which are pretty damn rare to begin with (a true assault rifle has a select fire switch) will be made illegal, i.e., all semi-auto clones.

    After that it will be all weapons that accept a mag or clip. We’ll be left with double barrel shotguns and six-shooters.

      There are millions of AR-15’s, AK-47’s in private hands. Pretty hard to collect them all and most AR owners have multiple magazines.

        True but it’s hard to say what will happen. Back in Russia (1917-1930) they managed to get lots of guns out of the hands of the people. For every ten people who say they will fight only one actually does when the time comes.

          Russians have a different mindset and constitution than the USA so not a valid comparison. Guns here are the birth of this country, the building of this country so people will NOT give them up just because government says so. You would see a very bloody civil war the government could never win. How do you fight 1-3 people who come out of the local terrain(including cities) strike, and are gone before government can even respond. It will make the butt kicking handed out by Afghanistan tribal members to the Russians and the USA look mild.

            I would agree Mary, Russians do think differently then we do. Regardless, the government would win and I’ll tell you why. We have the largest and best military in the entire world. The top ten nations that rank below us together could not even come close to our military might.

            Now look at the control grid that is growing up all around us. They just launched a network of plans that will cover the entire world. They will see almost everything. And I’m not mentioning the numerous systems already in place and the systems being added every single day!

            Even if half of our military refuses to fight against the citizenry then the government will just bring in some foreign troops. Why do you think we’ve been working with the Russians and the Chinese, taking part in joint military exercises?

            One thing you and most people have no clue about…There is a world-wide culling taking place right now. And it will culminate in the largest atrocity in human history. What’s worse is that it must happen or we will not survive.
