Watch as Investigators Protect Police Chief Lying on Film

Greg Luce ticked off Campbell, Wisconsin cops by circumventing strict regulations on 1st Amendment rights during a demonstration – by wearing a T-shirt. In response to a ticket for it, Luce filed a federal lawsuit. Luce then suddenly found that his name and email had been registered on pornography sites, dating sites, and healthcare.gov.

An investigation found that the offending IP address registering his name came from the town of Campbell, but not from Luce – from the home of police chief Tim Kelemen. During this recording of the investigation, Kelemen boldly lies about it. The investigator reveals the truth, but then proceeds to protect the dishonest police chief by laughing at his derogatory comments, and saying things like “it sounds like this guy frickin’ deserves it” and “it sounds like he’s an a-hole.”

‘Protect your own’ appears to be an understatement.



In agreement with the original reporter on this story – the nonchalant attitude is disheartening. The full interview found below is enlightening – not in the positive sense. The chief attempts to build justification for his harassment. The investigator calls his anonymous method more professional (than in-your-face brute force, presumably).

What if you had done this? What if you lied about it during an investigation? And, what if you had used a police officer’s information for harassment? If so, “impersonating a police officer” would most likely be added to a lengthy list of serious charges – and, unlike this chief, you might be arrested with all your electronics subpoenaed.

Correction/update: The city of Campbell (police department) and La Crosse (investigator town, location of Luce’s demonstration) are in Wisconsin. The investigator does not arrest or charge the chief and says he doesn’t have pull – the chief’s actions are not considered misconduct. The chief’s claims of threats and harassment on his department are also going into the report. The investigation was sent to the District Attorney’s office. The federal suit goes to court in June/July.

  1. He is a POS! He will probably do a “Lois Lerner” with his computer hard drive. I bet he is a democrat!

    The investigator sounded like an idiot! So much ars kissing, it made me sick!

    I have 10 years experience, as a police officer, and IMHO, this chief better resign, quickly! He can still be charged…and I hope he loses his case in court!
