House Resolution Introduced to Remove Presidential Term Limits

Is one member of Congress attempting to make Obama a dictator?

Congressman José Serrano (D-NY) introduced House Joint Resolution 15 which would remove the limitation on the number of terms an individual may serve as President.

H.J.Res.15 titled "Proposing an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President"was referred to the House Judiciary Committee on January 4th.

The Twenty-second amendment sets the term limit for the office of the President to two four-year terms.

The Twenty-second Amendment reads:
Section 1. No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. But this article shall not apply to any person holding the office of President when this article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this article becomes operative from holding the office of President or acting as President during the remainder of such term. 
Section 2. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several States within seven years from the date of its submission to the States by the Congress.
The full text of the Joint Resolution is as follows:
Proposing an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President. 
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification: 
Article--
'The twenty-second article of amendment to the Constitution of the United States is hereby repealed.'
H.J.Res 15 has no cosponsors and is not expected to be debated in the House Judiciary Committee.  It is a re-introduction of the exact same Joint Resolution by Congressman Serrano, H.J.Res. 17 from 2011.

But the fact that it's even on record shows where some members of Congress want to take America.

It might be a more honest way to show that U.S. presidents are already dictators. Just give them unlimited terms, crown them as kings and wait for what follows if they become tyrants.

I remember hearing in the 70's that some day the Berlin Wall will come down. I remember in the 60's some one said that before the decade is over man will walk on the moon. I remember as a kid some one saying some day we will be talking on video phones. At each occasion I remember thinking "what a f@#$ing idiot". What you think of as impossible today is old hat tomorrow.

please do a *bit* of research before making crazy statements about "attempting to make Obama a dictator"; Congressman Serrano has introduced this bill repeatedly, including every year that George Bush was president. It's just his pet project and doesn't seem likely to ever go anywhere.

I think the real issue is not whether this actually has a chance of passing, but why is this ding dong still there to offer this legislation time and again? He's a traitor to everything that is American.

Yeah, I suppose this is more of a political grandstanding show than something based in reality.
Still, like other laws, the people vote in the government and the government can change things with the will of the people.
Worth noting that Honduras did change their laws with overwhelming support of the people and the USA ran an illegal coup removing a popular people first leader, and installing a puppet dictator who runs sweat shops for USA corporations now. Just a few years ago.
But Americans don't care about poor people from Honduras.......unless they cross the border desperate for food.

It was only a tradition that a president served only two terms. Then Pope Franklin came along. Congress then chose to clarify that a president can serve only 2 consecutive terms. But this notion, like a bill of rights, is apparently now deemed archaic.

President Reagan says that after leaving office he ''would like to start a movement'' to repeal the constitutional amendment that limits Presidents to two terms.

Mr. Reagan, in a restatement of a past position, said the limitation interfered with the right of the people to ''vote for someone as often as they want to do.''

The President discussed the amendment and other issues in a television interview conducted by the British personality David Frost that is to be broadcast this weekend along with discussions with two former Presidents, Jimmy Carter and Gerald R. Ford. The program is to be followed in later weeks with interviews with candidates now seeking the Presidency.

Whether Mr. Reagan will campaign actively to repeal the amendment remains to be seen. He has declared strong support for two proposed constitutional amendments, one to allow states to bar abortions and the other to prohibit Federal deficits, but has not worked for their passage.

Obama is not a dictator, he is a puppet. In a dictatorship, one man rules all commerical industry. In USA, the banking industry rules one man, who acts as a figure head so we can pertend that we live in a Constitutional Republic.

They may as well pass legislation to remove the office of the presient altogther. Time to drop all pretenses and let the real masters in Wall Street run the show. More efficient that way, probably cheaper too.
