Keeping the Slaves on the Plantation: Senate Says No Passport if You Owe Taxes

CBS is reporting that Senate Bill 1813 that would "suspend passport rights for delinquent taxpayers" passed the Senate 74-22 on March 14th.
A bill authored by a Southland lawmaker that could potentially allow the federal government to prevent any Americans who owe back taxes from traveling outside the U.S. is one step closer to becoming law.
...The 'Moving Ahead for Progress in the 21st Century Act' or 'MAP-21' includes a provision that would allow for the 'revocation or denial' of a passport for anyone with 'certain unpaid taxes' or 'tax delinquencies'.
This is the most recent example of the U.S. government treating rights as privileges that they can remove through legislation.  This bill should be renamed "Keeping the Slaves on the Plantation Act."

Unfortunately, it's understandable why this type of bill would draw majority support.  Since more than 70% of  Americans don't have passports, the law doesn't affect them.  Additionally, many would equate this as a justified loss of freedom for wealthy people who seek to evade taxes by moving themselves and money offshore.

Indeed, Section 40304 of the 1679-page bill seems to only target well-off individuals; "that any individual has a seriously delinquent tax debt in an amount in excess of $50,000, the Secretary shall transmit such certification to the Secretary of State for action with respect to denial, revocation, or limitation of a passport".

Of course, these figures are generated by the IRS which places the burden of proof on the individuals to prove that they don't owe what the IRS says they owe.  Consequently, they can arbitrarily determine any figure they wish to impose on a citizen without much recourse for the accused.

However, those described as having "seriously delinquent tax debt" must have "an outstanding debt under this title for which a notice of lien has been filed in public records".  Which means that the amount has to be agreed upon in court and levied against the property or wages of the citizen.

This new "revocation authorization", created as an amendment to the Passport Act of 1926, gives the Secretary of State the authority not only to deny passport applications, but also to revoke current passports even if the citizen resides abroad.

The bill states that the Secretary of State, before revocation, "may limit a previously issued passport or passport card only for return travel to the United States; or issue a limited passport or passport card that only permits return travel to the United States."  In other words, it also allows them to extradite citizens back to the United States if they're considered seriously tax delinquent.

Most significantly, as the CBS article points out, these citizens would be losing their travel rights not because they are accused or convicted of a crime such as tax evasion, rather simply because they have a lien of debt:
However, there does not appear to be any specific language requiring a taxpayer to be charged with tax evasion or any other crime in order to have their passport revoked or limited — only that a notice of lien or levy has been filed by the IRS.
Removing rights from individuals who violate the countless laws in the land of the free is one thing, but because they are accused of owing money is quite another thing.  Law abiding citizens should never have their rights revoked because they owe a financial debt. That is why this bill should be called "Keeping the Slaves on the Plantation Act".  The masters want to keep their property producing for them.

With $1 Trillion in student debt outstanding, the student debt holders declaring a doubling to 6.8% increase in their rates on those loans beginning July 1st and over 28% of student loans 30 days past due, the PTB will have ample 'slaves' available for Brown Shirt activities because of their debt servitude. Welcome to Amerika.

Educating the youth before they are owned outright is critical now.

This is definitely a violation of the people's rights set forth by not only the US Constitution but by the Universal Declaration of Human Rights. It's part of "The Right To Travel", including coming and going to and from any state or country whenever you chose to, as long as the visited countries' allow you to enter based on their own potential rules.

Make your own damn passport under common law. Nations are man made and therefore fictional. As one of God's children you have a right to go anywhere you want. Man created nations. God created the earth. Ya dig?

How do make my own damn passport under common law? I mean, how is this even done?! I have had THE damnedest time even securing a passport for over 20 years! I was born in Panama, in 1960, brought to the states when i was 5 years old, became a Naturalized Citizen, somehow, and all i have is a piece of paper that has DUPLICATE stamped on it, and COPY written across it. Anytime i make an attempt at obtaining a Passport, i am told that it cannot be a copy..yet it costs (at the time of this writing) $350 to get an "original copy". This last time, i thought i had it secured, had ALL my parents paperwork in order (my father was a serviceman who died before i was born, and my mother is now a US Citizen living in Panama, where she had her home built), but at the last moment...was told no. I don't have an extra $350.

Common law ID is simple to make. Or you can go to World Authority and order a passport as a world citizen. Good luck freedom seekers.

I hate to even mention this but the internal revenue laws were repealed in 1939. It seems as though no one has the attention span to understand this and how the people have been robbed for so long.

They call them the ATO(australian tax office) here.They just pulled this stunt on Paul Hogan of Crocodile Dundee fame.He lives in the US,is married to an american lady.They would not let him return to the US not so long ago,claiming he owed them taxes.This went on for a while but he finally got his way and returned to the US,and I assume he kicked their arses too,but still does'nt make up for the inconvenience of putting up with their bullshit.Maybe he can give you lot a friendly tip on how to handle them.

Good point J.Lee. Accumulating $50,000 or more in IRS is very easy for student loan debtors. All you have to do is file an application for the William Ford income contingent program. Bankruptcy courts try to go out of their way to force debtors to do so, as happened to me in the Newark NJ bankruptcy court. I owe over $70,000 in student loan debt mainly penalties and fines ontop of more penalties & fines. If I would have agreed to participate in the program, I would have owed the IRS, according to the Dept of Education, taxes on $1 million dollars in phantom income. You see any monies discharged during the loan period are considered income. This is not a law seemed to be targeted to the upper classes, who can afford to pay their taxes, but mainly I trust towards student loan debtors who cannot pay taxes on phantom income discharged from student loan repayment.

There comes a point in time when one realizes that these people cannot be your government. You start to realize that these people (if that is what they really are) are criminals and, criminals cannot represent government.

But what you really need to understand is that the federal government’s authority is very limited. There was a time when the fed’s authority was far reaching. People are still deceived into thinking this. There was a reason for rushing to statehood. The reason was to get out from under their control and get our own local government. When States were set up they became their own sovereign areas foreign to each other and foreign to the federal government.

The problem is that criminals got control of government and the public education system and they began to brainwash you. This is all part of the plan of this thing called communism. Communists are just criminals that use the government to make slaves out of you. Their term for slave is “taxpayer”. Are you really one of these things?

Some people are proud to be “taxpaying slaves” and they even brag about it by putting decals on their cars. Surely you remember seeing this part of the brainwashing.

The internal revenue code defines a “Taxpayer” as one who is subject to the tax. If you are not subject to the tax you are not a taxpayer no matter how many taxes you might pay. The name Internal Revenue Code means something on its own. It means that it only applies within the United States, or those things properly subject to its jurisdiction. Are you really one of those things?

The Internal Revenue Code defines the term “United States” as Washington, D.C., Guam, Northern Mariana Islands, Puerto Rico, the continental shelf areas, and of course the areas within the 50 states that are truly subject to federal authority such as U.S. post offices, military installations/ enclaves, forts, arsenals, etc. as provided for in the constitution. It might also include the U.S. Virgin Islands, but I’m pulling this from memory and I admit I’m starting to lose it. Federal authority is really limited to those areas where they have what is known as “exclusive legislative jurisdiction”.

Your local sheriff should be protecting you from these thugs; that is if he knows his powers. Do you know the powers of your local sheriff. Have you called upon him to protect you? Have you done anything to educate him?

Have you called upon your state government to issue you a passport? Do you really need a passport to travel if you are a free man? What’s wrong with your state issued passport? You know; the one they call a driver’s license.

Getting back to the term “taxpayer” a careful study of code section 3401 of Title 26 U.S. Code is needed. Here you will find what the definition of an employer is, that being a federal agency. It only stands to reason that an “employee” is a federal employee. Therefore a federal employee, who is subject to the jurisdiction of the federal government, is a “taxpayer”. The code “includes” these things. You need to understand that the word “includes”, when used in a legal definition, is a limitation. Anything not “included” is automatically “excluded”.

Maybe you are not a “taxpayer” after all. When it comes to government you can only assume one thing; that they are criminals out to deceive and rob you of everything.

does NOT mean that there has to be any court proceeding, not even a de facto administrative one, it only means that IRS has to file a NOTICE of lien, not a lawful lien which requires court adjudication (a de facto farce anyway). In a "notice of lien," IRS is the prosecutor, judge and jury, and perhaps all counties across the US file these NON-PERFECTED, fraudulent documents as legitimate. It's rumored that counties are paid in FED funny money for each illegal filing.

Yes, I do know what communism is. The ten elements of communism were laid out in the Communist Manifesto of 1848. I recommend you read the ten elements and understand them. Don’t get caught up in the propaganda that surrounds them which only serves to disguise them. These criminals love to deceive and they do it very well. It appears to me that it is you who does not understand the differences between communism and capitalism.

While I agree that America has not experienced the full wrath of communism yet, it is just a matter of time. America as we knew it is thrashing on her deathbed right now. You throw words like left-wing and right-wing out there just like the communists do in their propaganda using Proletariats and Bourgeoisie to confuse the issue. Very good.

they started this passport thing with Child support, but I did not owe any child support so I said nothing. Then they denied passports for taxes, but I did not owe any taxes so I said nothing. When they get around to me there will be nobody left to help me

You tax protestors are such morons. Student loan debt IS NOT a tax debt that the IRS has anything to do with. You cant get into the US with aCommon Law passport. Paul Hogan is not a US citizen, his troubles are his own. At least read up on what you are arguing about.
